Currently a PDT entry can be either present or not present.  This causes various end conditions in several places, notably VAS manipulation and TLB code.  The suggestion is to create a page table that consists entirely of not-present pages (call it a ANPPTEP -- all-not-present-page-table-entry-page, then set every "not present" PDT entry to refer to the ANPPTEP.  The only cost is a page of flash to hold the ANPPTEP.
