While working this PCR, the possibility of supporting linguistic TLS without requiring registry specified TLS quota should be investigated. From Jerry Kelly:

> Based on the experience of one of our customers, it seems that it 
> would be "better" if at least Linguistic TLS was automatically 
> handled by the kernel with available stack/process RAM, instead of 
> requiring a feature provider to pre-allocate the space.
