Users would like a more accurate version of eventLogClockFrequency. Perhaps we should add a clock frequency per nanosecond. Once this is done PCRs should be created to update statmo and OA to report the new value.

PCR being placed on HOLD for kismet verf, since this enhancement is not required.  To be assessed for Laplata.
