PCR 15486 changes the way FTP server reports time for files, including those reported by libkfs.so vfile driver.

Currently the time defaults to 0, or the beginning of the Linux epoch, or 1/1/1970 00:00:00. This is what is reported by kfs_stat -- it actually doesn't set the st_mtime value in the stat structure so the default is 0 since ftp memset's the stat buffer to 0.

It might be "nice" to force libkfs.so to report the 8/8/2008 00:00:00 timestamp to match the old hardcoded string.

The kfs_stat function should set the st_mtime value in the stat structure to 1218171600 which should correspond to 8/8/2008.

Or, we could take the opprtunity to report the hypstart creation time as requested in PCR 4717.

Or, this PCR can be closed WONTFIX.
