There 3 conditions to consider:
1) When a process's 'main' returns.
2) When a process is restarted/deleted by a call to the kernel
3) When a library is unloaded by a call to the kernel

Condition 1 could be handled 100% by the startup library.

Condition 2 we have to treat like an abnormal process termination and not call any of the registered functions because the kernel can not call user code before deleting a process (other wise we risk a partitioning violation).  The possible exception to this would be when a process deletes itself.

Condition 3 would require kernel and startup library coordination.
