The PAL and platform resource library functions sometimes need timeout operations, e.g., when waiting for hardware to finish. Having some sort of micro or nano-second time reference would be most helpful. This could be in anything from setting and responding to a timer (perhaps involving scheduling), or just a function providing the time base clock frequency.
