Verification project for the 4.0 IOIAPI Library.
Description
It adds a new API, getNumberOfUnreadMessages, supports new versions of IOI config tool, and corrects a number of PCRs.
The 4.0.x IOIAPI Library is intended for both Elbert and Fourpeaks. Development and verification should use a Fourpeaks distribution (to enable testing on MIPS).
