The 4.x.x ringbuffer library is intended for both Indie and Jupiter.

Issues/Concerns
- No user facing description of ioi_open(for write) in the reopen case when using the ring buffer. ioi ug has a description, which is a reflection of RING_API_READ_320, which has changed to 320.1 to include this reopen description. May need a capsule update on ioiapi 4.2.0.
