This effort is in support of the SLS_Program.
Description
The SLS_Program desires to use fixed budget only (no slack) for their network applications. In order to support this, the process-based Pro100 network driver needs to be updated to use short-duration waits for events and semaphores instead of indefinite waits (which are a better choice for slack). This will be accomplished by receiving a configuration value from the Network process that determines which type of wait to use. The desired behavior will be specified by the user in the network configuration file.
